Dr. Jane Ingman Baker is Counsel practicing in the area of civil litigation with an emphasis on construction, municipal and professional liability, and environmental matters. Jane is a member of the Construction and Infrastructure, Insurance, Commercial Litigation and Professional Liability Law Groups, and is the Co-Chair of the firm’s Conflicts Committee.

She has experience in complex large litigation matters, including class actions, precedent setting coverage disputes, and environmental claims. She represents a variety of clients as defense counsel, and, in addition, acts as coverage counsel for both insurers and others. Jane also represents contractors in a broad variety ofmatters.

Jane actively seeks out and employs alternative dispute resolution techniques, and works to resolve conflicts efficiently and effectively.

James Little is a Partner in the Construction and Infrastructure Practice Group of Singleton Urquhart Reynolds Vogel LLP. He advises on domestic and international construction disputes, including court proceedings, negotiation, arbitration and other dispute resolution alternatives and for a wide variety of construction industry clients. In particular, James offers clients timely advice in relation to construction lien matters whether they are commencing a lien action or defending one. In addition, James advises clients on corporate matters including procurement, contract administration and dispute avoidance techniques.

James was part of the legal team acting on behalf of the Ontario Government in conducting a review of Ontario’s Construction Lien Act and delivering a report, Striking the Balance: Expert Review of the Construction Lien Act. He worked with partners Bruce Reynolds and Sharon Vogel then worked closely with the Ministry of the Attorney General in drafting Bill 142, “An Act to Amend the Construction Lien Act.” Bill 142 included 98 out of the 101 recommendations presented in the report, and was recently proclaimed in the Ontario Legislative Assembly.

Subsequently, James was a member of the legal team acting for Public Service and Procurement Canada(PSPC) and the Government of Canada in conducting a review of prompt payment and adjudication on Federal construction projects. The report, Building a Federal Framework for Prompt Payment and Adjudication, was delivered to PSPC on June 8, 2018.

Prior to joining Singleton Reynolds, James was an Associate for a national law firm as a member of the Construction and Infrastructure Group. James also spent time as counsel to an international insurance corporation, working as part of its Bond and Specialty Insurance Group where he was actively engaged with contractors, owners and subcontractors in resolving bond claims and project disputes.

Synopsis: Canada’s Oil & Gas Industry has historically been very predictable. From exploration through to approvals, project development and eventual operations there has been a relatively standardized process that allowed Owners, Engineers and Contractors to plan their activities. Even prior to the pandemic a dramatic shift was underway that was changing this landscape to one of uncertainty and lack of clarity regarding the path forward for resource development projects. How have Tier 1 General Contractors historically managed this process? What emerging risk issues are apparent, what effect have they had and how can we manage them?

Shane Nickolson, R.E.T., Director, Pre-Construction (Industrial) – GrahamMr. Nickolson has progressed over the past 27 years from an Engineering Consultant with one of Canada's largest consulting firms through to his current position as Director of Pre-Construction at Graham. He began his career as a Field Surveyor and has advanced through roles as Manager of Technical Services, Civil Designer, Senior Consultant, Senior Project Manager and Chief Estimator which has exposed him to most facets of design, construction, and client relations. Shane is responsible to the Executive Management Team for all Industrial Pre-Construction activities and has extensive experience cultivating strong partnerships and assembling successful teams. Shane is responsible for developing new and existing client relationships, tracking potential projects, and supporting development of project pursuit teams across the Industrial Group. Most recently, Shane has been instrumental in developing Graham's successful strategy to engage on LNG Canada, Coastal Gas Link and other emerging LNG projects.
